NOTICE OF THE DURBAN ALUMNI ASSOCIATION ANNUAL GENERAL MEETING AND A TALK ON THE ADMINISTRATIVE ADJUDICATION OF ROAD TRAFFIC OFFENCES (AARTO) ACT BY UKZN ALUMNUS, HILTON GREEN

The Administrative Adjudication of Road Traffic Offences (AARTO) Act was signed into law by President Mandela on 11 September 1998 but was never implemented. In August 2019 the AARTO Amendment Act 4 of 2019 was assented to by President Ramaphosa, implementation expected to take place by June 2020. Twenty one years and two pilot projects has provided more than sufficient time for many members of the public, commentators and civil society organisations to build up arguments, resistance and strong emotional reactions to this seemingly controversial piece of legislation.

But, what is the Act all about, how might it affect you, are the naysayers right, what about the taxi-drivers….? The presentation will highlight the ABCs of this demerit system, some of the criticisms levelled towards it but, more importantly the possibilities that it holds, not only for safer driving on our roads, but for extending the responsibility for road safety beyond drivers.
